Parece ser que los Presidentes Regionales aún no asumen que SON AUTORIDADES CON FACULTADES Y POTESTADES PARA DECIDIR POR SU RESPECTIVA JURISDICCIÓN, Y QUE PARA ESO Y POR ESO FUERON ELEGIDOS POR EL VOTO POPULAR. Es una burla inaceptable lo que el Gobierno Nacional está haciendo y pretende hacer con ustedes. Primero, recortarles sus presupuestos con total DESPRECIO a sus autonomías y al convaleciente proceso de descentralización; y ahora, querer hacer realidad que cada ministro "APADRINE" a cada región para que "pelee" e impulse sus proyectos y propuestas. ¡¡Hasta tienen que concursar por fondos que les pertenecen!! ¡¡Por favor!! Una burla de esa naturaleza es nada más el pretexto para recentralizar todo lo poco y que a duras penas hasta ahora se ha avanzado en este trascendental e irreversible tema, pero tan repudiado y repulsivo para este tambaleante gobierno aprista.
Señores presidentes, el ministro de economía y finanzas NO PUEDE TENER MÁS PODER Y FUERZA QUE CADA UNO DE USTEDES. Él está aplicando medidas contracíclicas equivocándose de variables: hace lo más fácil y recurrente, recortando recursos inconsultamente a los protagonistas sociales más vulnerables. Menosprecia las capacidades regionales, pero se abstiene de generar recursos mediante un impuesto a las sobreganancias, y prefiere quemar recursos de las Reservas Internacionales Netas. Es cierto que estamos protegidos, y se espera que la crisis internacional sea lo más corta posible para salir airosos, pero no puede continuar negando y menospreciando las capacidades de los presidentes regionales, ni seguir sometiéndose a los designios del Fondo Monetario Internacional y del Banco Mundial.
Presidentes: Una de las formas de profundizar el proceso de descentralización es impulsando la NUEVA REPÚBLICA FEDERAL DEL PERÚ. A esta propuesta se oponen Alan García, Yehude Simon, Ollanta Humala y Lourdes Flores, sin presentar argumentos en contra ni debatir sobre el tema como debe ser. Ninguno de ellos tienen la última palabra, ni tienen la razón per se, sólo porque ellos lo dicen: tienen que presentar argumentos que sustenten sus posiciones y debiliten y desbaraten las de aquellos que impulsamos y apoyamos este cambio de modelo de república fracasada.
¿A qué se teme con este cambio? ¿A la pérdida del control del poder económico, político, social de parte de quienes siempre los han tenido desde la hipercentralista provincia de Lima? Una breve y rápida comparación entre el modelo actual y el modelo federal, nos da luces de las ventajas de este necesario cambio: El presidente del gobierno nacional sería el gran articulador y coordinador para lograr los objetivos estratégicos nacionales; los presidentes federales o gobernadores serían quienes canalizarían y solucionarían las demandas ciudadanas, aminorando o eliminando la presión hacia el gobierno nacional; tendrían mayor poder político y social; las regiones o estados federales que se constituyan (el número no debe ser mayor de 12) tendrán las autonomías y facultades para decidir con mayores libertades; se dinamizarán y profundizarán las actividades económicas y financieras en las regiones, generando empresas y empleo; los partidos políticos regionales se consolidarán; el Poder Judicial se descentralizará; etc., etc.
Es conveniente un sano debate antes de emitir opiniones sin sustento, sin conocimiento del tema, y por poses y clichés. Ahora es el momento. Necesitamos dejar el pasado y abrir nuestra mente a nuevas alternativas.
