ESTO HARÉ CUANDO SEA PRESIDENTE DEL PERÚ (I)

Si fuera elegido Presidente del Perú, tengo claro que haría lo siguiente:

1. Debido al fracaso del actual modelo de república presidencialista, propondré al Congreso Nacional las modificaciones correspondientes para convertir al Perú en República Federal. Con ello:

1.1. Se profundizará radical y auténticamente el proceso de descentralización que ahora camina (¿lo hace?) con pies de plomo. Los actuales gobiernos regionales departamentales que se unan, por decisión popular bien informada, serán los Estados Federales; en lugar de ser las Regiones, como ahora está establecido en el marco legal "descentralizador" vigente e incumplido.

1.2. Los Estados Federales, a cargo de Gobernadores elegidos democráticamente por el mismo período que el Presidente del Gobierno Nacional, con las autonomías y prerrogativas propias de una región como tal; tendrán un Plan Estratégico de Desarrollo Integral y Sostenible (PEDIS), alineado y artículado con el Plan Estratégico de Desarrollo Nacional Sostenible (PEDNS), que deberá ser cumplido y evaluado en su implementación con los indicadores que permitan ver su estado en cualquier momento.

1.3. Se desconcentrará el poder político y económico, y se atenderán las demandas sociales, siendo los gobernadores los responsables de satisfacer dichos requerimientos, plasmados ya en el PEDIS correspondiente a cada Estado. Las actuales presiones al Gobierno Nacional, se trasladarán a los Estados Federales.

1.4. El Presidente del Gobierno Nacional será el gran articulador y coordinador del Desarrollo Nacional, trabajando armónica, coordinada y respetuosamente con los Gobernadores.

2. Reduciré el tamaño y las instituciones que administran el Estado, manteniendo (y creando, si se requiere) solamente aquellos ministerios y organismos que sean estrictamente necesarios para un manejo eficaz y eficiente de la cosa pública. Con esta decisión nos quedaríamos y tendríamos lo siguiente:

2.1. Ministerio de Economía y Finanzas; Justicia; Relaciones Exteriores; Defensa; Interior; Producción (incluyendo a Comercio Exterior y Turismo); Desarrollo Social (que incluirá a Educación y Cultura; Salud; Trabajo y Promoción del Empleo; Mujer y Desarrollo Social); Infraestructura (incluyendo a Vivienda, Construcción y Saneamiento; y Transportes y Comunicaciones) ; Energía Sostenible; y Medio Ambiente.

2.2. Los organismos dependientes de la actual Presidencia del Consejo de Ministros (PCM) tales como las entidades supervisoras, se suprimirán, y estas funciones y parte de los trabajadores (los que fueren necesarios) pasarán a cada sector y estado federal, evitándose actividades paralelas y duplicidades, con el consiguiente ahorro y eficiencia que esto supondrá. Se evaluará la permanencia de instituciones autónomas y de todas las llamadas OPD´s (Organismos Públicos Descentralizados), que de descentralizados nada tienen.

2.3. Los trabajadores que excedan a la que la entidad necesite, tendrán tres alternativas:

a). Ser capacitados y formados técnica y profesionalmente en actividades necesarias para el logro de los Objetivos Estratégicos señalados en el PEDNS. Serán "reinventados" por el Estado, percibiendo sus remuneraciones vigentes;

b). Acogerse a un Plan de Retiro Voluntario, con todos los derechos sociales que incluye indemnización justa, pensión y atención de salud; y,

c). Acogerse a un Plan Productivo y de Servicios, constituyendo y siendo parte de Unidades de Gestión de Negocios y Servicios (empresas) que tercericen mediante outsourcing, actividades del Estado y de la actividad privada, vinculadas a los Objetivos Estratégicos señalados en el PEDNS y en los PEDIS.

If elected, God willing, President of Peru, clear to me that would do the following:

1. Will propose to Congress the amendments to convert to Peru in the Federal Republic. To do so:

1.3. Will decentralize political power and economic and social demands will be met, with the governors responsible for meeting those requirements, as embodied in asking for each state. The current pressure the national government, will be transferred to the Federal States.

1.4. The President of the National Government is the great articulator of the National Development and coordinator, working harmoniously, and respectfully coordinated with the Governors.

2. Reduce the size and the institutions that administer the state, maintaining (and creating, if required) only those ministries and agencies that are strictly necessary for an effective and efficient management of public affairs. With this decision we stay and we would have the following:

2.1. Ministry of Economy and Finance, Justice, Foreign Affairs, Defense, Interior; Production (including Foreign Trade and Tourism); Social Development (which will include Education and Culture, Health, Labor and Employment, Women and Social Development); Infrastructure (including Housing, Construction and Sanitation, and Transportation and Communications), Sustainable Energy and Environment.

2.2. The agencies under the current Presidency of the Council of Ministers (PCM) such as the supervisory institutions, will be abolished, and these functions and from work (which might be needed) will go to each state and federal sector, avoiding duplication and parallel activities , Resulting in savings and efficiency that would mean. Will assess the permanence of independent institutions and all calls OPD's (decentralized public agencies) that have nothing to decentralized.

2.3. Workers who exceed the entity to which you need, will have three alternatives:

a). Be trained and technically and professionally trained in activities necessary for achieving the strategic objectives outlined in the NSPSD. Will be "reinvented" by the state, receive their wages;

b). Qualify for a voluntary retirement plan, with all the social rights that includes just compensation, pension and health care, and

c). Benefit from a plan products and services, forming and being part of Units of Business and Management Services (companies) that perform through outsourcing activities of the state and private activity, linked to the strategic objectives outlined in the NSPSD and in the SPSD.
