¿Por qué cada ministro de economía en nuestro país, se cree y siente un Señor Feudal TODOPODEROSO? ¿Por qué el Presidente del Consejo de Ministros tiene que pedir autorización a su subordinado o vasallo, para tomar una decisión de política de estado o de gobierno? ¿Cuál es la razón para que el Presidente de la República vea en sus subordinados, en este clamoroso caso al ministro de economía y finanzas, como un oráculo, y crea que lo que dice cada personaje que ha pasado por este ministerio es verdad sacrosanta, es LA VERDAD? ¿Cuál es la verdadera razón para que los objetivos estratégicos nacionales (¿los tenemos?) que deben basarse en el Acuerdo Nacional y ser tomados como Políticas de Estado, sean prepotente e inconsultamente reemplazados por el Marco Macroeconómico Multianual (MMM), elaborado por una cuadrilla de audaces, insensibles y nada santos funcionarios interesados y de pocas luces del Ministerio de Economía y Finanzas, y hecho aprobar (el MMM) sin ninguna oposición en sesión de Consejo de Ministros?.
Las respuestas son claras y sencillas: Cuando un gobernante carece de liderazgo y objetivos hacia los cuales debe llevar a alcanzar a su país; cuando un navegante carece de un norte y una hoja de ruta para llevar a buen puerto a su nave; o, simplemente, cuando cualquiera que esté al mando de un grupo humano que ha confiado en él, carece de una VISIÓN para este grupo, aquél carecerá de Planes Estratégicos, de Objetivos Estratégicos, nunca sabrá qué hacer al día siguiente, y hará lo que la noche anterior se le ocurrió en sueños. Y es en esta carencia de VISIÓN para el Perú, que los tuertos se vuelven reyes entre los ciegos gobernantes. Y pontifican, y disponen, y detienen proyectos y recortan presupuestos de manera ilegal y abusivamente a los gobiernos regionales y a los programas sociales. Y se sienten Señores Feudales Todopoderosos. Porque la carencia de objetivos estratégicos nacionales y la ignorancia lo respaldan. Le dejan el gobierno del país a él. Y éste, no ha sido al que eligió el voto popular.
¿Por qué tenemos que soportar esto, más allá de nuestra propia resistencia física y moral? ¿Por qué tenemos que aceptar esto, mirando desde lejos, callados, inertes, conteniendo nuestro derecho a indignarnos? ¿Porque la ignorancia, la delincuencia y la intolerancia califican y motejan de comunistas y antisistema a los que alzamos la voz?.
Pues llámenme como la CSM les dé la gana. Que les crean y les teman los cobardes y los huevones. Porque yo, ¡¡NO VOY A CALLARME!!
MINISTERS OF ECONOMY: ALMIGHTY FEUDAL LORD? WHY?
